Nearly 600,000 New York City public school students will lose access to student-facing generative AI for the 2026-27 school year under a new citywide moratorium covering children through eighth grade.<\/p>\n\n\n\n

Mayor Zohran Mamdani and Schools Chancellor Kamar Samuels announced the restrictions on 2 September as part of a wider effort to limit classroom screen time and preserve more direct interaction between pupils and teachers.<\/p>\n\n\n\n

The policy does not ban artificial intelligence across the school system. <\/p>\n\n\n\n

Instead, it places the toughest restrictions on tools that students use directly, while allowing some approved uses by teachers and older pupils.<\/p>\n\n\n\n

What Does New York City’s AI Ban Cover?<\/h2>\n\n\n\n

The one-year moratorium prevents students from 2-K through eighth grade from directly using generative AI tools in school, including AI features built into some existing education software.<\/p>\n\n\n\n

New York City says AI functions in more than 38 previously approved programmes will be disabled or discontinued where necessary. Software that cannot meet the new requirements could be removed from use.<\/p>\n\n\n\n

Companion chatbots, which are designed to hold personal or emotional conversations with users, will be prohibited for students across all grades.<\/p>\n\n\n\n

Teachers can continue using approved AI tools for tasks such as lesson planning and administrative work, although the technology cannot be used for functions including grading and assessment under the city’s current guidance.<\/p>\n\n\n\n

Exceptions will be available for some students with disabilities, multilingual learners and pupils using approved technology as part of career-readiness programmes.<\/p>\n\n\n\n

Can High School Students Still Use Generative AI?<\/h2>\n\n\n\n

High school students will have limited and supervised access rather than facing the broader moratorium imposed on younger pupils.<\/p>\n\n\n\n

Selected classrooms will test approved educational AI tools under teacher supervision, with participation capped at 50,000 general-education students. The pilots are intended for specific learning activities rather than unrestricted access to general-purpose chatbots.<\/p>\n\n\n\n

Every high school student will also receive two 45-minute AI-literacy lessons during the school year. The sessions will cover issues including AI bias, misinformation, ethical concerns and the technology’s potential impact on future careers.<\/p>\n\n\n\n

The approach lets New York City continue testing AI in classrooms without giving teenagers unrestricted access.<\/p>\n\n\n\n

Why Is New York City Restricting AI in Schools?<\/h2>\n\n\n\n

City officials say younger students need more opportunities to develop critical-thinking and problem-solving skills without routinely turning to AI-generated answers.<\/p>\n\n\n\n

Mamdani has framed the policy as a challenge to the idea that generative AI must automatically become part of children’s education. His administration argues that schools should protect face-to-face interaction and give pupils time to work through problems with teachers and classmates.<\/p>\n\n\n\n

The United Federation of Teachers has broadly welcomed stronger safeguards around classroom technology but has also raised questions about how the rules will be implemented, including how teachers will determine which existing tools meet the new requirements.<\/p>\n\n\n\n

The AI restrictions form part of a wider push to reduce screen exposure. <\/p>\n\n\n\n

New York City will restrict individual device use for children in second grade and below, while recommending daily limits of 30 minutes for grades three to five and 45 minutes for grades six to eight.<\/p>\n\n\n\n

For schools, the challenge is balancing the potential educational benefits of AI with concerns over dependence on technology, academic integrity and the amount of time children spend using screens.<\/p>\n\n\n\n

Can New York City Enforce the AI Restrictions?<\/h2>\n\n\n\n

One of the biggest challenges will be what happens outside the classroom, where students can still access ChatGPT, Claude and other generative AI services from personal phones and home computers.<\/p>\n\n\n\n

Schools Chancellor Kamar Samuels has acknowledged that the city cannot fully control how pupils use AI for homework outside school, leaving teachers and parents with an important role in setting boundaries.<\/p>\n\n\n\n

The restrictions are also temporary. <\/p>\n\n\n\n

During the 2026-27 school year, a new Technology in Schools Coalition made up of students, parents, educators, union representatives and other experts will review the moratorium and the limited high school pilots.<\/p>\n\n\n\n

Its findings will help determine whether New York City loosens, extends or redesigns the rules after the one-year period.<\/p>\n\n\n\n

For AI companies seeking a place in classrooms, the policy also raises the standard for approval. New York City says education technology will be assessed for privacy, safety, transparency and evidence that it benefits learning.<\/p>\n\n\n\n
